Okay, cancel what I said, I think I was wrong. I had thought that the quote of Rue's Farewell theme in "Air Raid Drill" was an intentional foreshadowing/hint on JNH's part of Prim's death in the final film, as Prim almost died in the Air Raid Drill because of Coin -- while the Rue's Farewell music played (another young girl died innocently) -- and then Prim died ultimately in Mockingjay Pt. 2 because of Coin. I had guessed that JNH was doing some foreshadowing there in "Air Raid Drill" with that theme while Prim was in danger because of Coin but I think I was stretching my guess a little bit too thin!
I don't think Rue's Farewell was meant to be a theme for Rue, but a theme reflecting the sacrifices of Katniss through the series (check how JNH quotes a part of the theme in Catching Fire). When JNH repeats the theme in Mockingjay, it means as a sign of hope, that all the sacrifices made by Katniss helped to fight the Capitol. And in the epilogue, the theme is triumphant.
But what JNH does in pt. 2 is equally impressive. The use of children's choir underneath the vocal soloist when the parachutes are falling and the Capitol children are killed. And when the rest of the parachutes go off and Prim dies, you hear the melody from the oboe solo in Prim, from the Catching Fire soundtrack, but in solo fiddle. That scene shows what I said about how JNH understand better what the story needed musically better than most of the people who bashed him. He goes all bombastic when the rebels attack, and then elegiac when the fight ends tragically.

yonythemoony, I always enjoy your in-depth commentary and analyses. Keep 'em coming! You're examinations of these scores are most welcome because, as you know, I love these scores so deeply and know them so intimately. Thank you for posting your thoughts and observations all these times.
I actually haven't seen Mockingjay Pt. 2 yet (although I've read the books, so I do know the story). I look forward to see how the music plays against the visuals. Sounds amazing.
Regarding Rue's Farewell, and the theme that track was born from, you are right. I always found it so easy to simply attach it as a theme of loss of innocence at the hands of the Capitol (usually death) but it does adapt and modify to triumph as the series goes on as the rebels turn their losses and tragedies into victories. Howard skillfully and intelligently adapted this theme, and a host of others, as he went along, weaving them through his franchise tapestry, in such a way that leaves me speechless. Few others could accomplish this. Not only did he do this, but the themes themselves are staggeringly powerful and incredible.
