Glad to see Cold Souls on your list even though it didn't quite work for me. A few that you didn't list (or that I overlooked on your list), in general order of preference:

A Prophet (Jacques Audiard)
Mother (Joon-ho Bong)
Broken Embraces (Pedro Almodóvar)
Red Riding (Julian Jarrold/James Marsh/Anand Tucker)
Secret Sunshine (Chang-dong Lee)
Fish Story (Yoshihiro Nakamura)
Last Train Home (Lixin Fan)

District 9 was about half a great movie.
Soul Kitchen (Fatih Akin) was a good comedy

Maybe not great but delightful in that they were so unexpected:
A Town Called Panic (Stéphane Aubier and Vincent Patar) -- a really offbeat, bizarre comedy
Universal Soldier: Regeneration (John Hyams) -- Who knew that after two awful movies and two awful TV movies all of a sudden this series would become something interesting? Hyams (with father Peter behind the camera) crafts a surprisingly solid action movie that would only be surpassed a couple years later by the next Universal Soldier, which would be a sort of arthouse existential identity horror movie. Again: who knew?

Great french thriller directed by former cinema critic Nicolas Saada who, by the way, had happened to host for years a radio broadcast about...soundtracks !

Soul Kitchen (Fatih Akin) was a good comedy

I forgot about this one. It played at the 2009 or '10 Seattle film fest, and I meant to make a mental note of it to see at some point.

(500) DAYS OF SUMMER

I caught up with this last year and found it quite annoying and not as clever as it wanted to be. Nevertheless, I'm retaining fond memories of the best parts of it so I might give it another chance.

36.) The Bad Lieutenant Port Of Call New Orleans

I'm intrigued with this because of Herzog's involvement. I'm just not sure if it will be my cup of tea.
