It seems to me a bootleg makes a proper release LESS likely, not more, because the already small market is already partly (if illegally) satiated.
I don't agree with that statement.
A bootleg is still an inferior release and alternative to an official one. A score that has no release, but only a bootleg, people will want to hear the music so they will have to be content with the bootleg version as there is no alternative. This is how the people with the tapes but not the rights used to make their money. Resulting in scores that sounded terrible (Islands in the Stream, Alien Nation), and some marginally better. The fact these boots are around are also an indication of what soundtrack fans want released most, given that they'll sit through such bad quality to get to hear them.
When an official release happens, often with better sound (and not watermarked errors) and exclusive content and on a respected label, people will want to have that version. The boot ends up in the trash.
The only real loss are those people who still go for the illegal version when an official alternative is available. But then again, were they ever considered as target consumers in the first place? The irony is also that people who sell bootleg CDs also suffer from illegal downloads, I'm glad to see them less and less on ebay as a decade ago you'd have to really make sure you weren't buying a knock off or boot.

With logic to consider on both sides of the debate, all I know for a fact is this:
Over a period of years, my pusher (the great guy from whom I buy most of my film music CD's) offered me a -- shall we say -- "handmade" CD of a great score by a favorite composer which had never been released, and invariably, whenever I excitedly bought one, within a few months to a year at the most, a legitimate label issued the score -- needless to say, in better sound and better packaging. I finally made up my mind a little while ago to forego such enticing products in the future, figuring that in time my patience will ultimately be rewarded with the real McCoy. The first "un-official" expanded score CD to test my resolve was just offered to me a couple of weeks ago, It was THE GHOST AND THE DARKNESS. I passed.

Since the recording sessions leaked recently, it seems that a complete score album will be released soon.
This reasoning is specious.
