It aired once on FX and is now a DirecTV exclusive. It has had no other commercial release. No Blu-Ray, no download available on iTunes or Amazon. It's unfathomable. It must have cost something to create this new cut, I can't imagine why Universal isn't trying to recoup that by making it available.
I think FX has shown that director's cut a few times; they even show it in the proper aspect ratio! From what I've read, the DC still has flaws, but it's a stronger movie than the theatrical cut (which was a result of studio meddling).
