He looks like Commodore Decker from THE DOOMSDAY MACHINE. They both had that tired, drugged out look, sleeping in their uniforms for weeks and unshaven for the same. If anyone looks like he's ready to ram a Starship down the throat of a Concrete Windsock breathing fire, I'd say Downey's our man!
When did Downey appear in a ST episode? I can't believe that that picture is a photoshop job.
As far as I know, he never did. He was born in 1965 so the most he could have been was 1 - 3 years old. And that is a remarkable photoshop job! He conceivably could have been one of the kids in MIRI. But he never wore the uniform as in the photo.

Digressing, but suddenly I think the titular machine looks actually quite small! It's not even the size of a small city. It would be an invisible dot compared to a planet, and yet it's supposed to destroy worlds with its relatively thin little ray???? Like cutting a birthday cake with a needle, it would take bloody ages!!! And if the ray was indeed powerful enough to slice a planet to pieces, how the hell could the Enterprise withstand even one blast????
