You might consider looking at ThinkSpace Education. As of the beginning of this year they began offering MA/MFA degrees (in conjunction with the University of Chichester) in media music composition and orchestration...and you can work on your degree from anywhere in the world.

For a lot of the soundtracks I hear today, I suspect this might have been a prime source of the composers' schooling:

What are the fees and payment options (especially for students who come from outside the US)?
I know that they are very expensive. Is there the possibility to pay by installments?

Berklee College of Music in Boston has a serious reputation. That or USC / UCLA. And Film School is as much about where you are and connections you're making than stuff you're learning.
