According to press release from StarWars.com :

"The untitled Han Solo movie will be scored in the style of the original Star Wars movies, but retain Powell’s distinctive voice."

Even if Horner was still alive there is no guarantee that Howard would have hired him for this movie. Howard hadn't worked with Horner in a number of years, having moved on to other composers for whatever reasons, same as how Ridley Scott no longer hires Zimmer.
