So Christopher Lee passed away a few months ago. John Barry has passed away a few years ago. Maybe labels want to see Roger Moore not lives to take finally the decision to release this soudtrack in complete - expanded form. Just a thought.
I'm 100 percent sure that's not the holdup. Sir Roger can live as long as he wants, as far as EMI is concerned.
I love both the score and the title song. I cannot believe someone really said "the title song may go down as the worst of all time (yes, that includes Madonna's)" at the beginning of this thread! Madonna´s song is SO BAD, it may be the worst song of all time (and this includes all pop songs - not just Bond title songs)! Barry´s song is so much better than Madonna´s song - so much better as the universe is old (and that´s about 13.77 billion years)...
I am listening to the expanded TMWTGG soundtrack again right now, and I find it rather enjoyable. In fact any Bond/Barry soundtrack is fine with me. Probably best to skip over the title song by Lulu, and it is not up to the standard of the earlier films, but still a decent score with some good moments. It's probably easier to enjoy this score by watching the movie again, which is quite amusing. Don't take James Bond films too seriously, they are simply entertainment.

I once found a mint copy of Gun for a dollar and played it once...
Which only goes to show that you should give things a second chance ... or, as in the words of David Raksin (and probably many others: "You should never hear my music for the first time."
As a dyed-in-the-wool Barry fan, I have to acknowledge that some of his scores are not as good as others and this is one of his lesser ones. If your library is so full/crowded that you haven't room for this score, so be it ... but there's plenty of great material in the album/score to warrant multiple plays.
I also like the film - far from one of the best in the franchise but so much more enjoyable than many of the others ... not least because of JB's score. Mitch
