I'd vote for Grusin's Yakuza. Not strictly a Norris/Lee/Seagal/Chan style kung fung but martial arts for sure. Those sequences of Tanaka Ken (Ken Takakura) with samarai sword slicing through the whole den of yakuza one or two at a time are among the best set-pieces I've seen in a martial arts film.
