I saw it maybe mid to late 80's, and it looked like it was made around that time. May well have been a TV movie. Man gets struck (I think) by lightening, and finds he has certain abilities after this such as running fast and shooting lightening bolts from his fingers. Scientists warn him that overusing his abilities could stop his heart. How about The Flash, a superhero TV series? LOL! The Flash did involve fast running and lightning (which struck the laboratory and caused the accident that gave him his powers), but he didn't shoot lightning from his fingertips. One of the characters, Johnny B., is a rock musician who can hurl lightning bolts and run at superhuman speeds after being electrocuted on stage.
