Beauty and the Beast is my second favourite film of all time and the score is magnificent!
Unfortunately the album is missing much of the music. (approx. 30 minutes more, plus some alternates and unused cues - a couple of which are in Disc 2 of "Magic Behind the Music")
Is there any hope of a complete release of this?

I would say not likely, but stranger things have happened in the soundtrack world and some scores I have called "never ever" scores ended up getting a complete release, so you never know (or at least I never know). If anyone has the power to do it, I guess it would be Intrada. But, I don't think they have that power right now. I've noticed a lot of the releases for Disney's animated films are missing a considerable amount of music, particularly those from the Renaissance era.

I can't imagine why you would think that. 
The Beauty and the Beast score is a very well crafted score and has a heart and soul.
Still I think Menken's magnus opus is The Hunchback of Notre Dame, but BATB holds a more special place in my heart.

First animated film ever to be nominated for Best Picture. (And it should have won, as I've always considered it much better than what won, RAIN MAN.)
Love Menken. He deserved all those Oscars. (He's won 8.) Though I thing B&B is his best, I love all his work, though I consider HERCULES and HOME ON THE RANGE lesser works.
I'd also appreciate an expanded POCAHONTAS, especially with the addition of the song, "If I Never Knew You," sung by leads, and not that pop version. (B&B did so well, Disney added the song "Human Again" to it for the IMAX version.)
B&B originally had its, somewhat truncated, premier at, of all places, the New York Film Festival, in 1990, as I recall, in what was considered a "work-in-progress," and caused a sensation. Some changes were made later, such as moving "Be Our Guest" to a greeting for Belle, not her father. And a number of other changes were added when the movie was adapted to a stage version, which was actually quite good, and lasted a while on Broadway. (Disney hasn't been so lucky with other stage adaptations, most notably TARZAN and THE LITTLE MERMAID, and now a stage version of ALADDIN is heading for Broadway this coming season.)
BTW: I have also heard of other Menken projects which have not come to fruition. Apparently, he wrote a score and songs for the upcoming FROZEN, which was rejected, and I have heard he had been working on a stage musical based on Aristophanes' LYSISTRATA, which also went nowhere. There has also been a stage version of THE APPRENTICESHIP OF DUDDY KRAVITZ, which doesn't seem to have gone much of anywhere. And I saw Menken's LEAP OF FAITH, when it was trying out in L.A., and, though it had problems, including Menken's penchant for too many gospel numbers, it also had some good music, such as the title song.
I'm glad to see that, though Menken probably never needs to work again, that he is still creating. That's good. I'm always interested in what he writes.

I have the Laserdisc workprint from the NY show, it is pretty interesting. The final cut is better.
It is a piece of pure cinema joy, and a pretty remarkable female character on her own as well. Belle is beautiful and intelligent.

Rainman is from 1988. Beauty and the Beast is 1991.
Silence of the Lambs won over BatB.
The other nominees were Bugsy, JFK and The Prince of Tides.

Well, seeing all the nominations (in song and score) in the years he won, i would agree with that, except maybe 1989.
There I would probably prefer Williams' Born on the 4th of July instead of the Little mermaid (musically speaking), but i can understand the win of that score, since it presented a renaissance of the classic Disney musical type.
It is strange though that he didn't win for what i would believe is his best score, The Hunchback of Notre Dame.
Portman's Emma won that year.
