I love this score much more than LA Confidential, personally... the only thing the latter has that City Hall doesn't is a superior film it's attached to!
So I think this highlight unreleased cue of yours is actually another film alternate, DeputyRiley! In this case (unlike a lot of short 90s Varese albums) the album seems to be in pretty much chronological film order, and here we see that the "unused in film" album cue "Schwartz Is Dead" exactly corresponds in placement to the film cue you titled "Stern's Regrets", even if the music doesn't match.
....aaaand it turns out the music actually matches perfectly! The film just dials out the lovely horn writing at the beginning of the cue and just starts with strings. After that point, they exactly line up. Not even an alternate! So I guess there's a bit less impetus for this expansion than I thought, although all of those alternate/revised cues evident from the Herrick Library's listing does make one wonder how significant the differences on those might be...
