Aye, looks like ROCKET GIBRALTAR by Andrew Powell.
The uber fan they refer to must be dmd, who tried to get Varese to release it in the previous pastness era.
It has some lovely passages that recall the softer, gentler stuff from LADYHAWKE.

It had some real strings; Conti mentioned that in an interview, regarding re-use fees that would have to be paid to get it released.
