It's probably false. I'm just going by the word of a session player.
But then again, my searching showed Dolby did a score and it's not included (from my Rejected Film Scores website; back up, but the main lists page this is from, is not displaying currently):
Dobly was hired by the studio to do songs for the film, initially, but the deal was sealed when he asked, and was also hired to provide the film's score. Recorded from February to July, 1986, Dolby's score was initially going to have cues on the MCA Records CD, but when the score was replaced, that changed; some cues are retained in the film and he is credited with "additional music". I have also had the names Sylvester Levy and Michael Colombier mentioned (Levay says in this interview that he was hired to replace a score, but in the end Barry is credited, suggesting maybe he did a score that was not used as well). Does anybody know more about the rumored rejected score this had, by Lalo Schifrin? This rumor has been circulating for years, but I have no idea what the source was (I imagine it was a blurb in the press). Curious if this is addressed at all in the booklet for this release, even if it's likely not true.
Nope, Lalo Schifrin never had anything to do with this definitely.
Oddly enough, Schifrin scored 1978's The Cat From Outer Space, whose script bears conspicuous similarities to Howard The Duck.

Dolby most definitely recorded a score or at the least demos for one. Evidently they didn't care for what he wrote, which is how Barry was hired.
The initial trailers confirm this, as the sole music credit on the initial theatrical teaser reads "Music By Thomas Dolby," with no mention of Barry at all.
This is from an old archived 2007 interview with him where Dolby enthused about doing the score (the link doesn't work but you can find it via Wayback Machine,etc):

"I was asked to contribute one song to a Lucas movie called Howard the Duck, based on a '70s adult comic. I read the script and was frankly much more interested in doing the score — I've always enjoyed cartoon music and the concept of a large orchestra in a state of complete anarchy, and although this was not an animation, I saw the possibility of writing a ludicrous '80s cartoon score using the new Fairlight. So Lucas said, "Okay, write four songs for the film and if we like them you can do the score too."
"Lucas has the best sound and visual special effects facility in the world, and one of the interesting aspects of this was that I was able to incorporate sound effects into the score -- for example, using the sound of trashbin lids as the basis for an alleyway sequence."

Dolby also covered his history with HTD in his memoir. I think Bruce Broughton has said in interviews he was being considered but was not chosen. Don't think he recorded anything.
