Jon Burlingame's book The Music Of James Bond covers this. Nobody seems to know about the existence of this book, so I thought I'd plug it!
Apparently, Barry's early-on suggestion was for him to write the music first, as a sort-of double-album symphony that the film makes could then use and edit the film to.
It doesn't seem like that idea really went very far.
