I can tell you that the Big Blue produced by Gaumont in 1988 was absolutely not a super low budget film. It was made with a 12,5 million euro budget (amount converted from Francs to Euros) which was a lot at the time in French cinema. The film opened the Cannes Film Festival and was highly expected from the moment it went under production (in comparaison, the same year, Dangerous Liaisons was made for more or less the same amount of money)
