No, this was after 4,5 and 6 were done and long before any plans were made for the prequel and sequel trilogies. He was going on about how it would be interesting to see what smaller productions could do with the basic story outline (as they existed at the time, I would imagine).

If I recall, Lucas planned on a low budget sequel in case Star Wars failed at the box office. It would only include Luke, Leia and Vader. This treatment became Splinter of the Mind's Eye.
I’m hoping the whole Abrams/Johnson cluster fuck trilogy was a hallucination and that one day I will wake up to the news that Disney have hired genuinely talented writer/directors to make Star Wars episodes 7 to 9 rather than hacks who would be better suited to directing traffic than movies.
In reading this, I recall that a long time ago Lucas remarked that he'd like to see the other 6 movies done by small, independent filmmakers. Like art films. They certainly would not have turned out worse that what actually happened. I say this knowing full well that there were some fine moments scattered throughout the prequel trilogy.

Fascinating! Had fame and fortune not intervened, he might could have gone in the artsy direction. But once the kids/toys/mechandising profits exploded, I guess there was no turning back.
Let’s not forget that Lucas’s first choice to direct Return of the Jedi was David Lynch! Wow! I wonder if Lucas would have let it go as far as some of Lynch's other works.
