It's a promotional CD from Super Tracks to promote the composer, not a licensed CD. Promos aren't licensed for sale, they're to be given away in the hopes of getting more work. Selling the promo makes it a bootleg. That's one of the definitions of a bootleg. Though it still happens from time-to-time, you're not even allowed to sell promos in the Trading Post on FSM for that very reason.
And as to why we still don't have a release: from 2016:
Soundtrack controlled by UMG, film controlled by Sony. Not the easiest or cheapest thing to releases.

I remember seeing promos at the major music outlets back in the day, like Camelot and Turtles. They even had a "Not For Sale" stickers on them. I picked up a few.

I see! A Promo could become a bootleg. Always thought a bootleg is only an illegal audio recording during the recording sessions.
And just so no one confuses what I am saying: selling it makes it a bootleg; Ford producing the promo and the promo being available to promote the work of the composer (when he was alive) does not make it a bootleg.
And speaking for myself, I have no blanket opinion on the ethicacy of selling promos. I've really not given it much thought and don't know the cons other than some guess work.

I'd definitely be on board for more than a couple of these. I'm REALLY hoping Top Gun is in this batch. Its been such a roller coaster ride for both LLL and the fans with the release (and delayed releases) of TP: Maverick.
