On parcel customs declarations a value is required legally. What I have found annoying, in the past, is when sellers quote a value that includes the postage value. This in itself is incorrect. Varese wete guilty of this year's ago.

HMRC would appear to differ - see: https://www.gov.uk/guidance/working-out-the-vat-value-using-the-customs-value-of-the-imported-goods where it states that the VAT should be calculated by reference to the customs (duty) value which should include, inter alia: all incidental expenses such as commission, packing, transport and insurance costs incurred up to the goods’ first destination in the UK,
i.e. if VAT is charged it should be on the seller's total selling price (which includes shipping charges). The import agent's fees are non-Vatable but are, of course, additional.
I recently purchased a lot of CDs from BSX, taking advantage of their 40% discount offer. They didn't write the amount I paid for each CD, but the real price of the CDs without discount. So I had to pay the VAT according to the complete value of the merchandise, and not to the almost half value I actually paid... Is this legal?
