John Williams was never involved in Goblet of Fire, he declined to continue scoring the series at that point because he was currently signed to do 4 scores in that one year (2005 - those being Memoirs of a Geisha, Munich, War of the Worlds and Revenge of the Sith) and felt that a 5th would be too much.
I recall reading that a summer '05 program for the Boston Pops stated that Williams would be scoring Goblet of Fire. So, it seems as though he was slated to do it, but those other four jobs made it impossible. (Didn't Munich's production schedule run over?)

Run over? Nope. It started shooting in July and wrapped in Sept for a Dec release, which has to be some sort of record/miracle for a film of that scale and complexity.

Williams had committed to "Memoirs of a Geisha" well before filming even began (according to the 'making of' featurette on the DVD/Blu-Ray, it's the only film he ever actively campaigned to score). So when the post-production schedule ended up clashing with "Harry Potter and the Goblet of Fire", he obviously chose "Memoirs of a Geisha".
I'm actually glad things worked out as they did. With "Memoirs of a Geisha", Williams was able to produce a score that I consider a work of art (just don't get me started on the Oscars, otherwise 'cirtap' will have nothing on the trouble I'll cause), and, with "Harry Potter and the Goblet of Fire", Patrick Doyle wrote the finest non-Williams score for the Harry Potter series (so far at least; I think Desplat will knock it out of the park).
