All Silvascreen have said is that it's "due to issues beyond Silvascreen's control" (hence apparently rights issues - anything else it could be?), and that they "don't know whether it can or will be featured on upcoming releases." I can't think what might have happened between this and the last version, presumably it's still composed by Ron Grainer and arranged by Murray Gold, so... Eh?! Didn't this version use the original Radiophonic Workshop recording as the basis so perhaps that's the problem? Because in the above trailer we have a simply fantastic version of it. Def some lovely music though some moments I hoped for are missing. Clara's theme really makes my heart melt. It really is a bit of a travesty that in the 50th Anniversary year that some of the best arrangements of the them can't be released for some unknown reason.
