I don't think he was ever attached to the movie in any way. As far as I know, he never had any kind of connection with the film.
Perhaps the producer, Roland Joffe, offered it to Goldsmith? Though it would make more sense that Joffe would've offered it to Ennio Morricone considering their collaborations around that time (The Mission, Fat Man and Little Boy, City of Joy). Perhaps both declined?
