The reconstructed version of the film with the much reedited soundtrack suggests that Universal has the original music tracks safely tucked away in their vaults. Those seem like a more desirable resource than even the album masters, though it would be nice to know if they still exist.

Agreed. I was thinking of the album masters as a plan B if the film tracks were lost.
Ah, yes. But then the problem is whether anyone thinks it's worthwhile to do anything with them!
Well, to the degree that anyone cares about Henry Mancini or Orson Welles anymore - which, of course, they don't - it is a quasi-important film for both. Orson's attempt at a B noir film, and Mancini's entree into crime jazz. (Supposedly, he got the Peter Gunn gig because of this score.) If there can ever be an upgrade, I will be first in line to buy it.
