Its exactly this. My understanding of how this board works is that they can ban/block an email address but not an IP address (or maybe these people are spoofing their IP?). So, expecting a ban or having already been banned, they make whats called "sockpuppets" - multiple accounts that they'll "activate" years after the fact. Actually, we can and do block IP addresses routinely, especially from automated spam accounts. The problem is with people who use IP proxies, essentially breaking in repeatedly, each time with a different IP, so the block function fails. It takes a certain kind of sociopathic persistence to do that, and we have a closet full of 'em. We do our best to sniff out repeat offenders and banned ex-members. Sometimes we only have suspicion, sometimes we have facts, and we act accordingly.
